+ Whether or not: expresses the idea that neither this condition nor that condition matters; the result will be the same.
Ex:
-I'm going to school whether or not my car is disappeared.
-Whether or not I'm hungry, I'm going to sleep.
+ Even if: gives the idea that a particular condition does not matter. The result will not change.
Ex:
-Even if my leg is broken, I will go to school.
-Nobody believes me even if i have a video about UFO.
Especially, Sentences with even if are close in meaning to those with whether or not.
